PUBLIC HEARINGS

The Front Royal Town Council will hold a public hearing on Monday, April 22, 2019 in the Warren County Government Center at 7:00 PM,


1) to receive comments and concerns from the public that they may have as to the possible sale of the Town’s real estate of approximately 179 sq. ft. land parcel with improvements (being a loading dock, including steps and a roof), on and over the Town’s Peyton Street Parking Lot.  This real estate is located to the rear and adjacent to 120 and 124 E Main Street, Town of Front Royal, Warren County, Virginia, and is more particularly shown on a survey dated January 29, 2019 and prepared by Brogan Land Surveying, PLC  Following the public hearing, Town Council may determine that the Property is surplus, the Town does not desire to maintain it, and its sale to a private owner would not inconvenience the public.  If the Property is sold, its sale will be on an “As Is/Where is” basis, and in its present condition.  If the Town Council decides to sell the Property as a result of the public hearing, Town Council may decide it will be advertised for sale by bidding, decide when the bidding and sale will take place, and further bidding instructions for the public will be published and forthcoming thereafter. A copy of the Town’s policy as to sale of its real estate is governed by Town Code Section 1-22.


2) Notice is hereby given that on April 22, 2019, the Town Council of the Town of Front Royal, Virginia (the “Town”) will conduct a public hearing, which may be continued or adjourned, as required under applicable law, in accordance with Section 15.2-2606 of the Code of Virginia of 1950, as amended, with respect to the adoption by the Town Council of a resolution or resolutions, as may be necessary or convenient, regarding the proposed financing of certain public infrastructure improvements, including the construction and equipping of the police department building at 900 Monroe Avenue, Front Royal, Virginia and refinancing of a loan from the Front Royal-Warren County Economic Development Authority, used to interim finance the police department building, all together with related administrative and financing costs (collectively, “the Project”).  The Town expects to issue a general obligation bond or bonds in an aggregate principal amount not to exceed $10,000,000 to accomplish the financing.  The purpose of the financing is to permanently finance the costs of the Project with one or more bond issuances.

Interested persons may appear at such time and place and present their views whether orally or in writing, or submit written comments prior to the hearing.  The Council may set time limits on speakers and other rules and procedures for the conduct of this public hearing.  Any persons with disabilities are urged to contact the Town Manager’s Office at (540) 635-8007 prior to the public hearing to arrange for any necessary accommodations.   For additional information, please contact the Town Manager’s Office.
