The Town of Front Royal provides electric, water, sewer, and solid waste pick-up service to all residents within the Town limits.

In Person


You will need the following:
  • Copy of lease, proof of ownership, and/or notarized written authorization from owner of property
  • Photo ID
  • Current letter of credit from a previous utility supplier or payment for a deposit
  • A Service Agreement is required to be signed and a $5 work order fee collected at time of establishment of service.
If a deposit is due it shall be an amount equal to the highest monthly bill for the existing location or a minimum of $250, whichever is greater. If it is a newly established residential or commercial service location, it is an amount equal to the customer's anticipated monthly usage of water and electric service. Deposits are refunded with interest upon 1) termination of service and no other debts are owed to the Town of Front Royal and 2) upon the customer's request after 12 months of service during which there were no more than 4 delinquent payments.

All paperwork must be completed before noon in order for same day processing, otherwise service will be established on a future business day.

By Mail


You will need the following:
  • The Town of Front Royal Utility Application (PDF) signed and notarized
  • Letter of credit from a previous utility supplier or payment for a deposit.
  • $5 work order fee
Please allow at least 10 days when using the mailing method

Discontinuing Service


In Person


  • Sign paperwork (Photo identification is required)
  • All paperwork must be completed before noon for same day processing, otherwise service will be disconnected on a future business day
