Hollis L. Tharpe

Hollis L.Tharpe was elected to the Front Royal Town Council July 1, 2010. Previously he served as a member of Council from July 2000 - June 2004.

Councilman Tharpe is a native of Front Royal. He is employed by Holtzman Propane and Owner/President of Tharpe's Novelties. Mr Tharpe is a member of the B.P.O.E. Elks Lodge #2382; the Loyal Order of Moose #829 and the American Legion Post #53. Mr. Tharpe and his wife Debbie, reside on Charles Street. They have four daughters, nine grandchildren and two great-grandchildren.


Bébhinn C. Egger

Bébhinn Cecilia Egger was elected to the Front Royal Town Council on November 4th 2014, and took office on January 1st 2015.

Councilman Egger’s family moved to Front Royal in 1991, when she was four years old.  She earned her Bachelor of Arts degree in violin performance from Eastern Mennonite University, where she was also a four-year member of the women’s basketball team.  On returning to Front Royal after college, she began her own business teaching Suzuki violin lessons while also volunteering as an assistant girls’ basketball coach at Skyline High School. In 2012, Councilman Egger graduated from Shenandoah Conservatory with a Master of Music degree in violin performance.  She currently teaches Suzuki violin lessons from her Chester Street studio in downtown Front Royal, and is a freelance performer throughout the area.

Councilman Egger is a parishioner of Saint John the Baptist Roman Catholic Church.  She is a volunteer at the Front Royal Pregnancy Center, and an alto in the Blue Ridge Singers.  She lives at 721 Campbell Circle.



Bret W. Hrbek

Bret W. Hrbek began his term on the Town Council on July 1, 2012.  He previously served on the Town Council from 2006-2010 and as vice mayor from 2008-2010.

Councilman Hrbek is a financial advisor and limited partner with Edward Jones.  He has a master's degree in financial planning from Bentley College in Waltham, Massachusetts and a bachelors of arts in political science and economics from Virginia Tech in Blacksburg, Virginia.  Councilman Hrbek grew up in Front Royal and returned to town in 2000 after spending several years in Washington, DC in national politics.

Councilman Hrbek is active in many organizations, locally and nationally.  He is on the board of directors of the Zeta Beta Tau Internatinoal Fraternity, Front Royal-Warren County United Way and the Shenandoah Area Council of the Boy Scouts of America.  He is Finance Committee chairman of the Front Royal United Methodist Church and found of the Front Royal Christians in Business Luncheon.  Councilman Hrbek is also a member of the Front Royal Independent Business Alliance, Front Royal Rotary Club, Unity Lodge #146, BNI-Front Royal Chapter and the Front Royal-Warren County Chamber of Commerce.  He also serves as chairman of the Shenrapawa District of the Boy Scouts.

A father of four (Noah, Annie, Hunter & Luke), Councilman Hrbek is married to Jessica, a second grade teacher at Ressie Jefferies Elementary School and resides as 1207 Windsor Court.


Jacob Meza

Jacob Meza currently works as the Director of Valley Health’s Urgent Care and Occupational Health program.  He received his master’s degree in business administration from Benedictine College in Atchison, Kansas and his undergraduate degree in political science and economics from Christendom College in Front Royal, Virginia.   Jacob lived in Front Royal from 2001-2005 while attending Christendom College, and then returned to Front Royal to be closer to family in 2010, when he started his career with Valley Health.

Jacob is a member of the Virginia Medical Group Management Association, American College of Medical Practice Executives, Knights of Columbus Council 7771, and is a parishioner of St. John the Baptist Church in Front Royal.

In 2015, Jacob celebrated 10 years of marriage to his wife Jessica, who teaches at John the XXIII Montessori School.  They reside on Imboden Dr. where they raise their four children, Rose, Samuel, Benjamin, and Grace.



Eugene R. Tewalt

Eugene R. Tewalt was elected to the Front Royal Town Council July 1, 2012. Previously he served on the Town Council from 2000 – 2004, 2006 – 2008 and as the Mayor of Front Royal from 2008 – 2010. 

Councilman Tewalt has lived in Front Royal since 1974. Councilman Tewalt is retired from the Town of Front Royal after 25 years, serving as The Director of Public Works/Engineer and he worked for the Virginia Department Transportation as a Surveyor. He has a degree in Civil Engineering and a Certificate in Highway Engineering. Mr. Tewalt has served on the Virginia Department of Transportation Bridge Task Force Team and has been a member of the Front Royal Rotary Club for 25 years. He and wife are members of the Front Royal Church of Christ. Councilman Tewalt is an abet reader and enjoys playing golf. 

Councilman Tewalt and his wife Juanita of 50 years, reside at 1032 Wine Street and have two children (Angela and Tim) and three grandsons.


John P. Connolly

John P. Connolly is serving his first term on the Front Royal Town Council and took office on January 1, 2015.

Councilman Connolly received his undergraduate degree in English Language & Literature from Christendom College and a Masters of Library & Information Studies from the University of Alabama. He is employed as a librarian for the National Sporting Library & Museum in Middleburg, Virginia. Councilman Connolly is a member of St. John the Baptist Church in Front Royal. He resides on Duncan Avenue with his wife, Sheila, and their three children. ​
