Refuse and Recycling Collection

Town residents will establish their refuse and recycling service when they establish an utility account at the Town's Finance Department. Town residents receive refuse and recycling collection once a week and on the same day. Roll-out cart(s) are assigned to your residence and used for collection. Recycling bins can be any Rubbermaid-like container, cardboard box, or the like. DO NOT use Roll-out carts for recyclable items. Recycling needs to be clean, rinsed, and separated by like products (ie. plastic with plastic).  Should you move into a residence that does not have a roll-out cart please contact DES, Monday - Friday, 7:00am - 3:30pm at (540)635-7819. The DES office is located at the Walter M. Duncan Public Works Center & Property Yard at 800 Crosby Road.

Carts and recycling containers are to be placed at the curb before 7:00am or after 7:00pm the night before your collection day.

If your refuse and recycling collection falls on an observed holiday, your collection will generally be moved to Wednesday of the same week. Please check the local newspaper, Comcast Cable Channel 16 or the Town's website for up-to-date information. You may also contact DES.

On-Call Collection Program

In addition to regular curbside collection of refuse and recycling, the Town of Front Royal also offers an On-Call Collection Program to collect large items that will not fit in a regular refuse can. There is a charge for any Freon items and tires that are on or off the rim. Each address is allowed one scheduled pick-up a calendar year with 20 bags of trash and 5 pieces of furniture. A second collection will be charged $25.00; a third collection will be charged $50.00; and each subsequent collection will be charged $50.00. If more than 20 bags of trash and 5 pieces of furniture are set out at one time, the Town will charge $400.00 an hour to complete the pick-up.
 
All items must be set out at the curb or public right-of-way, stacked neatly. The Town is not responsible for any incidentals that result from items being placed at the curb or left behind that we do not collect. Before placing your items at the curb, please call 540-635-7819 to schedule your collection and ensure we collect the items you wish to set out.
Items not acceptable for disposal are as follows, but not limited to:
  • Construction and remodeling debris (i.e. drywall, cabinets, sinks, boards, windows, counter tops, com-modes, flooring, carpet, sheet rock, doors, etc)
  • Asbestos Items ( i.e. roofing shingles, tile flooring, etc)
  • Any item containing Oil, Antifreeze, or Pesticides
  • 55 gallon drums
  • Wet/fresh paint
  • Computer or printers and their parts
  • Engines or car parts
  • Propane, Freon or oil tanks
  • Sofa beds, recliners or sofas with recliners unless the metal has been removed
  • Camper shells
  • Fencing (metal, wooden or fiberglass), posts with concrete, landscaping timbers, railroad ties
  • Swing sets, porch swings, picnic tables
  • Dirt, rocks, stumps or root balls
  • Any item considered medical or hazardous waste
 
Disposition of Tree Cuttings and Yard Waste
 
Tree and/or brush cuttings shall be reduced to a maximum of five (5) foot lengths, and shall be bundled with rope or heavy twine or placed separately in garbage cans, not to exceed 32 gallons in size, and shall weigh no more than fifty (50) pounds.
 
Yard waste will not be collected on weeks with an observed holiday.  The refuse holiday schedule can be found at the bottom of this webpage.
 
Yard waste, to include grass clippings, may be placed in the same area as garbage or other refuse for curbside pickup by the Town PROVIDED such material is placed in paper or other biodegradable bags or in garbage cans, not to exceed 32 gallons in size or fifty (50) pounds in weight. In addition, such material shall not be mingled with garbage, ashes and trash. The Town will refuse service for this category of material to any citizen who uses plastic bags, or who mixes it with other waste, and it shall thereafter be the responsibility of the citizen who has violated these rules to dispose of such material. No more than ten (10) bags or 32-gallon containers of yard waste shall be collected from each residence on a single day.
 
Chipper Use
 
Must schedule use of the chipper. Brush must be cut in lengths longer than 5 feet and less than 8 inches in diameter and weigh less than 50 pounds and stacked in the same direction. The chipper cannot take vines, weeping willow branches or bamboo. The Town does not collect contractor work. Contractors may purchase a dump ticket at the Administration Building, 102 E Main Street to dispose of items at the Manassas Avenue extended site.
 

Disposal of Yard Waste and White Goods

The Town has a site where Town and Warren County residents may dispose of yard waste and white goods daily from 9:00am - 4:30pm, closed Wednesday and Sunday. The site is located on Manassas Avenue and more information may be obtained by contacting DES.

FREE Mulch

The Town offers FREE mulch to Town and Warren County residents daily from 9:00am - 4:30pm, closed Wednesday and Sunday. The site is located on Manassas Avenue and more information may be obtained by contacting DES. Residents must load the mulch themselves, therefore, a shovel or the like is needed. All load must be covered before leaving.
