The Administrative Division consists of the Chief, one Captain, one Lieutenant and one Administrative Assistant. They are responsible for the implementation of policy procedures, all personnel matters, budgeting and other administrative duties.

CHIEF OF POLICE - Norman A. Shiflett

Chief Shiflett oversees all operations of the Front Royal Police Department. He directly reports to the Town Manager all activities of the Department on a regular basis. The Chief of Police is considered the Public Safety Officer for the Town of Front Royal and performs his job accordingly.

CAPTAIN - Mark Werner

Captain Werner is the Deputy Chief of Police and is responsible for the Criminal Investigations Division, Dispatch, Records and the Emergency Services Team of the Police Department. His duties include securing & monitoring grants.

CAPTAIN - Clint Keller

Lieutenant Keller is responsible for the Patrol Division, Traffic, and Patrol Canines. His duties include personnel scheduling and supervision of special events.
