Chapter 75 FINANCE AND TAXATION.
75-68 DOWNTOWN SERVICE DISTRICT - PROPOSED PLAN FOR PROVIDING FACILITIES AND SERVICES
Provision
for the adoption of an annual budget for the
facilities and services proposed by this Ordinance shall be by the
action of
the Front Royal Town Council following such recommendations as bay be
offered
by the Downtown Business Association, and any property owner subject to
the tax
imposed herein, working in four (4) primary areas: design, promotion,
economic
development, and organization. Town Council, upon recommendation
by the
Downtown Business Association, its membership and any property owner
subject to
the tax imposed herein, will provide, as permitted by this ordinance,
physical
improvements to the district, promotion and advertising of the district
and its
businesses, compilation of market data, an organizational structure for
a
unified effort to sustain and revitalize the district, and other
projects of a
similar nature. When receiving the recommendations and advice of
the
Downtown Business Association, the Town Council shall consider whether,
prior
to adoption of their budget recommendations to the Town Council, the
Downtown
Business Association mailed, at least fifteen (15) days in advance of
business
owner located within the District's boundaries of the date, time and
place of
the Downtown Business Association meeting.
