Severability is intended throughout and within the provisions of this Chapter.  If any provision, including any exception, part, phrase, or term, or the application thereof to any person or circumstance is held invalid, the application to other persons or circumstances shall not be affected thereby and the validity of this Chapter in any and all other respects shall not be affected thereby.  The exemptions set out in Section 62-5 are intended to be applied to all circumstances or a reasonably similar nature to those specifically enumerated.  Therefore, the failure to Section 62-5 to specify a particular variety of educational institution, program, cultural or religious event, or errand should not be interpreted to deny exemption, provided the exemption will not conflict with or defeat the purposes and intent of this Chapter.
