A.
No
building or structure within the Chester Street and
downtown business areas of the Historic Front Royal District
shall be
erected, reconstructed, altered or restored unless and until an
application for
a certificate of appropriateness shall have been approved under the
provisions
of this Article.

B.
No
building or structure within the downtown residential area
of the Historic Front Royal District or property designated as a
local
historic landmark shall be erected, reconstructed or undergo
substantial
exterior alteration unless and until an application for a certificate
of
appropriateness shall have been approved under the provisions of this
ordinance.

C.
No
building existing in any designated historic district
shall be demolished or removed, in whole or in part, unless and
until an
application or a certificate of appropriateness shall have been
approved by the
Board of Architectural Review.
D.
No
application for a certificate of appropriateness to
demolish a building in any historic district shall be considered by the
BAR
until a public hearing has been held thereon, pursuant to the notice of
public
hearing as required in Section 15.2-2204, Code of Virginia, as amended.
