Section 148-24 INSTALLATION OF IMPROVEMENTS.
A. All required on-site and off-site improvements shall be installed by the applicant at his cost and shall be dedicated to the Town of Front Royal, unless reserved for private ownership and maintenance, as provided herein. All installation of public improvements shall be carried out under town inspection. The subdivider or developer shall submit the necessary construction details, shop drawings and cut and fill construction sheets for approval by the town and shall secure all required permits in advance of construction. All utilities and facilities shall be installed in accordance with the Town of Front Royal, Virginia, Standards and Specifications, as periodically amended.
B. All required improvements shall be installed within eleven (11) months of final plat approval or such other period as may be approved by the Town Council. Upon written application, extensions of time to complete required improvements may be approved by the Front Royal Town Council, which may provide additional bonding requirements as a condition of any extension granted.
C. Upon completion of the construction and installation of required improvements and as a condition of the acceptance thereof by the Town and the release of performance bonds or other securities, the subdivider or developer shall provide the Town with as-built plans showing the locations and elevations or invert elevations of the required improvements.
