Section 102-2 POLICY.

It is hereby declared that the Commonwealth of Virginia, by its Boards of Medicine and Nursing, has provided for all necessary qualification, licensing and regulation of certified massage therapists and other health care providers who may provide the health, safety and general welfare of the citizens of the Town of Front Royal. That is proper to limit the performance of such massage service for compensation to such persons qualified, licensed and regulated by the Commonwealth of Virginia.
